Open job posting lets you describe a project once, with scope, budget and timing, and publish it where freelancers can see it. Interested people reply with proposals, often including a price and a short pitch. For example, you post a request for a website redesign and compare several quotes within a few days. Upwork is a tool that lists this feature.
Why it matters
It gives you a wide pool without having to find candidates yourself, and competing bids help you gauge a fair price. The cost is your time reading replies, and busy posts attract many weak or generic ones. If you already know whom you want to hire, a direct invitation is quicker.
