Pick Chargebee if you run subscriptions, from SaaS to usage-based products, and a finance or revenue team needs billing, quoting and revenue recognition handled by one vendor. You keep your own payment gateways and control the pricing logic.

It is sold as several products, each priced separately, and some plans carry a fee that scales with invoiced volume. You also remain responsible for tax, as it is not a merchant of record. Skip it if you only sell hours and projects. A time and billing tool built for services fits better.

Pick Productive if you are an agency, consultancy or IT services firm that needs projects, time tracking, resourcing, budgets and invoicing in one place so you can see profit per project and per client. It also has capacity planning and an open API.
